Yes it's a little grebe. For a small bird they're very rotund - but I expect they need to be. They also remind me of one of those big, old fashioned powder puffs!
Thank you very much, Mistlethrush. I grew up with crested grebes in Norfolk ... but it never occurred to me that this might be a grebe, too!
dabchicks/little grebes are just so sweet, lovely photo.
